When you create a circle you can choose whether it should be open to the public or not.
HOWEVER - there is a "glitch" in the program at the moment:
So to those of you who run "closed" (non-public) circles;
Be aware that posts still can be seen in the public stream - at least by connections to the members who post in the closed circle!
